Complaints & Grievances
Title VI Grievance Procedure
This procedure is established in compliance with Title VI of the Civil Rights Act of 1964, and is available to any individual who believes they have experienced discrimination on the basis of race, color, national origin, age, sex, or disability in the City’s services, programs, or activities. Complaint Procedures
The City of Roanoke has established a process to file Title VI-related complaints. The Title VI Complaint Form (PDF) should be completed with details of the alleged discrimination, including the complainant’s name, contact information, and a description of the issue (location, date, and details).
Complaints should be submitted within one hundred eighty (180) calendar days of the incident. Complaints can be submitted:
- Through the submission of a completed Title VI Complaint Form (PDF) to the Title VI Coordinator, in person or by mail, or electronically to humanresources@roanoketexas.com
- Directly with the following agencies:
- Federal Highway Administration: civilrights.fhwa@dot.gov
- Texas Department of Transportation Civil Rights Division
All complaints and related correspondence will be retained by the City for a minimum of three (3) years.
Investigation and Response
Within ten (10) calendar days after receipt of a complaint, the Title VI Coordinator or other agency will acknowledge receipt of the complaint and will meet with the complainant to discuss the alleged violation. Complaints received by the Title VI Coordinator are forwarded to the TxDOT Office of Civil Rights (OCR). The TxDOT OCR will forward the complaint to the FHWA Texas Division Office, along with a preliminary processing recommendation. The FHWA Texas Division Office will forward the complaint to FHWA Headquarters Office of Civil Rights (HCR).
Complaints are not investigated by the City of Roanoke. FHWA HCR is responsible for investigating, or delegation of the investigation, of all complaints.
